Approved project proposals - Kosovo

Title: Local Environmental Convention of Kosovo
CSO Contact: Asociacioni i Komunave
(Association of Municipalities)

Amount: 9.930 EUR
Description:

Objective:

  • To stimulate local government structures to improve the life conditions in urban areas.

Activities:

Initially meetings in the municipalities will be held. These meeting will be used for assessing the current situation in the municipalities and gathering first ideas for the draft document. In the second round of meetings in the municipalities the first draft of the green card of municipalities will be discussed and ideas for the Green Convention will be collected.
As a following activity one month will be allowed for joint meetings between municipal authorities and local CSOs. These meetings will serve as the basis for preparation of the Convention.
Finally a bigger conference with all stakeholders will be held in order to finalise the convention before it is submitted signed and submitted to the municipal authorities for official approval.

Expected Outcomes:

  • A municipal regulatory legal act which will ensure that municipalities are considering the environmental impacting in the process of developing new municipal legal acts
  • Four Meetings with municipal representatives
  • Workshop
  • Consultation visits and meetings

Title: Environmental Pollution with Heavy Metals – a Challenge for All

Description:

Objectives:

  • Minimising, prevention and protection of health and urban environment from heavy metal pollution.
  • Opening of the health unit for heavy metals within the regional hospital
  • Public awareness regarding heavy metal pollution.

Activities:

Initially a WG will be established with representatives of municipal authorities, ministry of education, institute of public health, ministry of health, WHO and NGOs. Each of the WG members will be responsible to provide information regarding heavy metal pollution from, which will be used to optimise the work of the WG. This information will be utilised to prepare project publications and to familiarise the public, especially school pupils and parents with the facts relating to heavy metal pollution and consequences deriving from it. Information and awareness raising of the public concerned will be achieved through lectures in the schools mainly with children of 5-9 school year. These activities will be coupled with a TV and radio campaign in the local media. Parallel to these activities a art competition with school children will be organised. The best selected art work will be awarded.

Lobbying with the local hospital and authorities to make a health unit available for checking of the Pb level in blood.

Expected outcomes:

  • Raised public awareness regarding pollution with heavy metals
  • Increased interest to check the levels of Pb in blood especially in the most impacted areas.
  • Opening of the local health unit for heavy metals within Regional Hospital

Title: Drafting of Transport Development Plan for Municipality of Shtime

Amount: 10.000 EUR
Description:

Objectives:

Drafting of a local plan for developing and regulating transport in the Shtime municipality.

Activities:

Initially the project will start with an informative campaign (2 Radio Programmes) in order to familiarise the public with the project, planned activities and benefits.
Most important activities of the project will be meetings of the working group which will facilitate the drafting of the document, as well as open public meetings where public and interested stakeholders will have an opportunity to provide their opinion and comments.
The working group will consist of 2 municipal officials (director of public services and director of urban development and planning), 2 local experts (one transport engineer and one expert for urban issues) and one representative of the NGO.

After preparation of a draft the plan will be put for open discussion. The public will be informed through media and the commenting period will be one month. During this period 2 public meetings will be organised.
Finally a closing meeting of the WG will be held in order to discuss and include comments deriving from the public discussions.

The final draft of the plan will then be handed to the municipal assembly for approval

Title: Timely and proper public information a Guarantee for sustainable development

Description:

Objectives:

  • Advocacy and stimulating of the local structures in order to improve the life quality in urban areas.

Activities:

Carrying out a lengthy comprehensive information and awareness campaign
12 TV programmes dealing with various themes relating to environment and urban development
Involvement of local authorities, NGOs, independent experts and environmentalists. During these programmes concrete problems in local level will be identified and possible solutions will be proposed. This will ensure increased awareness of local communities regarding environmental and urban problems in Prizren

Expected outcomes:

  • 12 TV Programmes dealing with different issues related to urban environment (Prizren and urban transport; city market; potable water in the city of Prizren; Prevalla, waste and tourism; Polluted waters, river pollution; vineyards, their management and privatisation; support of the municipality to organic producers; etc)
